Senior Strategic Officer - Democratic Services

Our client is seeking a Senior Strategic Democratic Support Officer to be part of their busy democratic services team and ensure the smooth operation of council meetings.

£27,000 - £37,000/annum Dep on exp

You’ll provide support for officers and members, including the publication of reports and agendas, taking minutes and hosting virtual meetings to increase public engagement. 

Working mostly remote, but with occasional visits to Cirencester - to council offices.

Daily Activities
The main purpose of the job is to provide administrative and support to ensure that the council functions in an open and accountable way. This means advising council committees and working parties on correct procedures, relevant legislation and interpretation of standing orders - what can and cannot be done - notifying them of decisions taken and action to be followed. The democratic services officer gives advice to these bodies in accordance with relevant legislation, internal procedures and natural justice. Within this, there are other specific duties, which include:

Experience

  • At least five years’ experience of working in local government or similar environment
  • Experienced in minute taking
  • Skills
  • Good level of IT skills and aptitude to learn bespoke packages
  • Excellent verbal and written skills
  • Communicates effectively at all levels
  • Ability to build effective working relationships and resolve complex issues by negotiation
  • Is customer focussed and responsive to customers
  • Is proactive/self-motivated and enthusiastic
  • Well organised, prioritises workload, and able to work independently under pressure and meet tight deadlines
  • Willingness to work flexibly
  • Politically sensitive and aware
  • Ability to demonstrate creativity and innovation in dealing with challenging issues

Full driving licence

  1. As the senior strategic support officer you will be the lead contact and support for Cabinet and Full Council
  2.  Liaising with the Management Team and Councillors on the preparation of the forward plan and agendas, including ensuring that all reports have been through the appropriate sign off process
  3. Responsibility for checking all agendas to ensure that they are clear and accurate
  4.  Super user for Modern.gov the electronic system used by democratic services
  5. Taking of minutes
  6. Recording decisions at meetings of the Council’s committees, Full Council and Cabinet
  7. Monitor decisions and actions taken by Cabinet and Council, chasing progress and reporting against such actions and decisions
  8. Providing administrative support to members
  9.  Ensuring members register of interests are up to date and published on the website
  10. Acting as a point of contact for member queries
  11. Dealing with members expenses
  12. Contributing to improvements in our service delivery model and increasing public involvement in local decision making
  13.  Supporting councillors to fulfil their roles, specifically Cabinet members by conducting and presenting research to facilitate policy development and effective decision making
  14. Assisting with the delivery of appropriate training to Members, in particular induction training for newly elected members
  15.  Assisting the elections team with the running of elections
  16.  Providing day to day support to the Strategic Support Officer
  1.  Using appropriate technology collating and publishing reports and agendas
  2. Taking of minutes
  3.  Recording decisions at meetings of the Council’s committee, Council and Cabinet meetings;
  4. Monitor decisions and actions taken by Cabinet and Council, chasing progress and reporting against such actions and decisions
  5.  Providing administrative support to members;
  6. Ensuring members register of interests are up to date and published on the website;
  7.  Acting as a point of contact for member queries;
  8.  Dealing with members expenses;
  9.  Contributing to improvements in our service delivery model and increasing public involvement in local decision making;
  10. The preparation of pre-meeting documentation and presentations;
  11.  Supporting councillors to fulfil their roles, specifically cabinet members by conducting and presenting research to facilitate policy development and effective decision making
  12. Assisting with the delivery of appropriate training to Members, in particular induction training for newly elected members
